Mark W. Marvin, Ph.D. Licensed Psychologist (PSY11800) is a seasoned psychologist with decades of experience delivering specialized psychological services to first responders, including law enforcement, fire service, emergency medical personnel, and dispatch professionals. His clinical expertise spans post-trauma intervention, counseling (individual adults and couples), ENT consultation and training, peer support program development, and organizational consulting. He holds certifications in Eye Movement Desensitization and Reprocessing (EMDR) and Critical Incident Stress Management (CISM).
Dr. Marvin has served numerous federal and local agencies. For example, San Diego Police Department – Psychologist since 1990 through Focus Psychological Service, United States Border Patrol – Over 20 years of clinical and consultative service, including extensive fieldwork alongside agents to better understand operational stressors. He has also supported families and personnel during Law Enforcement Memorial Week in Washington, D.C.; Drug Enforcement Administration (DEA) – EAP Area Clinician since 2008 under the U.S. Department of Justice. Dr. Marvin is Vice President at Community Research Foundation (CRF), a behavioral healthcare
organization operating 34 programs across San Diego County. He also serves as Director of CRF’s Psychiatric Emergency Response Team (PERT), a role he has held since 2015. Dr. Marvin contributes to statewide law enforcement training and policy development as a member of the Advisory Board of the California Crisis Intervention Training Association (CACITA). He is recognized by the California Commission on Peace Officer Standards and Training (POST) as a subject matter expert in de-escalation and behavioral health response, playing a key role in shaping educational and training initiatives for law enforcement.
